The ILT program provides training and qualification for technical and management staff from Social and Labor ministries, public and private insurance companies as well as other institutions and associations active in the field of social security in Vietnam, Cambodia, Indonesia and the Philippines.

The general objective of the program is that participants can use the know-how of the one-year training to initiate change processes in their institutions in the home countries. Therefore, the training course will enable the participants to become familiar with modern management instruments and to learn about effective macro policies and strategies in the social sector in general and the health sector in particular.

The course consists of three phases:
• Preparatory phase: January 2011 - July 2011, in home countries
• Practical training phase: 1st July 2011 - 30th June 2012, in Germany
• Transfer phase: From July 2012 onwards, in home countries
