Capacity Building for Effective Health (CBEH) – Study Tours to Germany/Brussels

The participants of the InWEnt program 'Capacity Building for Effective Health (CBEH)' went on study tours to Germany and Brussels from 31 August to 11 September 2009 to enter into intense dialogue with representatives of the German health system.


The study tours were part of the almost one year CBEH programme which focuses on health financing during the pilot course. Aiming at strengthening capacities of national health institutions to jointly tackle core problem areas of the health system, four country teams from Vietnam, Cambodia, Tanzania and Kenya, consisting of high-ranking health financing experts, work on country-specific health financing topics and pilot projects. The Vietnamese group for example has decided to work on a project on 'Reforming provider payment mechanism in health insurance'.

 

The study tours comprised theoretical seminars and a practical part including visits to German and European health institutions. During these visits, the group exchanged experiences with representatives of the Federal Ministry of Health and the Federal Ministry for Economic Cooperation as well as with important institutions of the German health sector, e.g. the Federal Joint Committee, the umbrella organisation of the German social health insurance - the GKV, and the Federal Association of the AOK, the biggest social health insurance provider in Germany.


Among other places in Germany, the study tours included a visit to the EU in Brussels, where the participants had an interesting and lively discussion with the European Representation of the German Social Security.
Quite often, the participants surprised the German experts with their well-thought-out questions and suggestions and the entire study tours were characterised by a two-way learning process.

 

Asked for their new insights and experiences, one feed-back confirmed by all four national teams was that there is no blueprint for only one health insurance system, but that each country has to develop its own specific health insurance system aiming at a 'coverage for all', taking into account the social and economic situation of the respective country.

 

During the following 6 months, the four national teams will work on the implementation of their projects.
