Training measures for the development of National Qualification and Certification Frameworks and dialogue and networking within ASEAN
Overview: In 2004, ASEAN set up the Initiative for ASEAN Integration (IAI). The strategic objective of this initiative is to support the ASEAN region as a whole and in particular the new ASEAN members such as Vietnam and Laos in overcoming of development gaps. The educational and vocational education systems of the various ASEAN countries are based on a range of diverse cultural traditions. Moreover, in the past these systems have been influenced by various bi-lateral and multi-lateral donors; consequently, they have all undergone different developments. As a result, the regional mobility of labour force and the development of an ASEAN Economic Community are limited. There is a lack of sufficient capacity and competence for conceiving concepts and planning both in individual ASEAN countries and in the ASEAN organization. However, this capacity is required to tackle the development of a National Qualification Framework as one of the pre-requisites for the development of a trans-national or even regional labour market. The programme focuses on training measures for the development of National Qualification and Certification Frameworks, the technical and methodological further training of vocational training planers, vocational educators and other vocational training experts in approaches and methods of developing vocational training standards as well as dialogue and networking between national consultation and working groups and their linkage to a coordination group within the ASEAN secretariat. Target Group Technical and management staff of vocational education and training from Government, industrial associations, unions and science. At the national level, vocational educators working in companies or in vocational schools and vocational training planners working in ministries play a special role in the process of developing a National Qualification Framework. At the trans-national level, the staff of the ASEAN secretariat’s coordination group plays a central role in promoting the compatibility of national suggestions for solutions
