Enable leading personnel in the field of social security, particularly in the health sector to learnabout effective macro policies and strategies in the social sector

Overview:
The development of reliable, efficient, and sustainably financed social security systems that actually reach the majority of the population has a high political significance for South-east Asia, not least in terms of poverty alleviation. Existing formal social security systems based on social contributions have only limited coverage; informal systems, such as the family network in particular, still constitute the most important social safety nets. In this context, many South-East Asian partner countries face the challenge of continuously adapting existing systems of social security to the developing economic and social situation, including extending coverage and safeguarding the financial sustainability of the existing systems.
The core of the programme is a 12-month International Leadership Training in Social Security, held in Germany. The theoretical part of the course is divided into seven modules, comprising both general questions of social policy (e.g. regarding financing models) and specific topics (such as reimbursement systems for medical services) which refer to individual risks (age, health, invalidity, etc.). Case studies from the partner countries and an internship within German executing agencies of social security and large private insurance companies working in the areas of medical and accident insurance, pensions and unemployment are also part of this training course.

Executive staff and young executives of social insurance executing agencies as well as from ministries of social affairs and health; decision-makers responsible for social policy; represendatives of non-government organizations, associations and other organizations within society; lecturers from Universities and other training institutions
