Personnel and Organizational Development in Administration

Strengthen the existing technical capacity in national and provincial administrations for the management of further training measures

 

Overview:
Vietnam is making great steps towards international integration. Within this integration process, public administration reform has a significant role to play, as it must provide the enabling conditions for economic development while at the same time reducing poverty. Public administration reform is therefore a core project of the Vietnamese Government. As the Ministry of Home Affairs (MoHA) and the National Academy of Public Administration (NAPA) are largely responsible for the public sector and its training measures, they play a important role in the implementation of administrative reform in Vietnam.

The programme follows a practice-oriented approach by linking the required development of further training to a holistic process of organizational development. For this purpose, all relevant groups are included in the programme, from the highest executive level through medium management down to junior civil servants. Through various tailored components, participants are enabled to develop and implement their own training measures, and to carry out assessments of the institutional change process thereby effected. Leadership seminars for medium and upper management levels support the on-going changes of organizational structure in the further training sector.

Target Group:
Civil servants and medium management responsible for further training measures from MoHA, NAPA, and provincial administrations; administrative training institutions dealing with the planning and implementation of training measures
