Strengthen regional competitiveness by supporting public and private institutions in the design and implementation of a regional economic development process
Overview:
The economic growth experienced by Vietnam over the last few years is regionally imbalanced. To counteract this, the Government has set in motion a decentralization reform process which opens up the possibility of initiating participatory sustainable development based on the actual development potential of even the remotest regions. However, the establishment of independent regional and local area corporations often faces a lack of financial and staff resources. The local stakeholders are not equal to the task of adopting a decentralized and cooperative process based on a consideration of citizens' and entrepreneurs' concerns. Insufficient qualification of the staff of the new institutions responsible for economic development has turned out to be a critical bottleneck. Not only is there a lack of knowledge of potential support instruments for economic development and how to use them, but there is also a lack of management capacity to initiate and steer regional development concepts that embrace the private sector. Training programs impart the knowledge of various concepts and instruments for economic development and practice-oriented methods for their implementation and adaptation to local conditions. The core element is a 12-month International Leadership Training in "Regional Economic Development" in Germany that includes an internship of several months' duration.
Target Group: Technical and executive staff of state institutions for the planning and promotion of economic development; provincial governments, chambers and associations; staff from the partner organizations of the GTZ SME projects; teaching staff of further education institutions
